The Waukesha County Freeman from Waukesha, Wisconsin (2024)

Waukesha Freeman Thursday, May 30, 1985 Sunshine for Bradley MADISON (AP) The state Assembly has overwhelmingly rejected arguments that a public corporation operating a proposed sports arena in Milwaukee should be subject to Wisconsin's Open Meetings Law and Open Records Law. Only four members of the Assembly voted against a bill creating the Bradley Sports and Entertainment Center Corp. after critics were unable to remove a provision exempting the operation from the open-government laws. Rep. Richard Shoemaker, D- Menomonie, whose committee has endorsed the exemption, said the corporation should be allowed to operate behind closed doors because the arena would not be relying on state or local subsidies.

The Assembly approved the bill establishing the corporation 92-4 Wednesday after rejecting 70-23 an amendment to remove its exemption from the antisecrecy laws. The arena is to be built in a Milwaukee County Stadium parking lot. It is expected to be the new home of the Milwaukee Bucks' National Basketball Association franchise, which now is berthed at Milwaukee's downtown Arena. It would be exempt from state sales taxes, real estate taxes and personal property taxes. The corporation, run by a ninemember board with six of its members appointed by the governor, would run the arena.

Nevertheless, it would be subject to sufficient audit scrutiny, he said. laws rejected sports arena Gov. But she said it is the Legisla- an ture's responsibility protect the public from mismanagement, and that the best way to do that would be to subject its operations to openness from the start. Rep. David Clarenbach, D- Madison, dismissed the suggestion that the Pettit* might withdraw their gift if the arena were to be operated under the so-called sunshine laws.

During a committee hearing a few days ago, an attorney for Mrs. Pettit denied to Clarenbach that there was any truth to a report the donation would be withdrawn if corporation confidentiality were not assured. Clarenbach said there was "absolutely no defense" for the argument the Bradley Center should not be subject to openness requirements. "That board is going to be under a Shoemaker said. "Those media people are going to be outside the door anyway." "Let's build the thing and next year fight about open meetings," Assembly Minority Leader Tommy Thompson, R-Elroy, said.
